The Forum
A lasting space for dialogue and cooperation
The Permanent Italy–Morocco Forum, promoted by AGAMI – Dialogo Giuridico Interculturale APS, was created as a lasting space for dialogue and cooperation between the two countries.
The aim is to create a continuing meeting place for institutions, Chambers of Commerce, the business system, universities, training institutions, professionals, businesses and civil society, capable of turning discussion into concrete projects and collaborations.
The Forum draws on the experience AGAMI has built up over more than fifteen years of work in intercultural legal dialogue and in relations between Italy and Morocco.
Not a single event, but a permanent pathway between Italy and Morocco.
The rationale
Why a Permanent Forum
Italy and Morocco are linked by increasingly complex human, economic, professional and institutional relations.
The mobility of people, the needs of businesses, training, the recognition and development of skills, investment, trade relations and legal cooperation are closely interconnected aspects.
The Forum stems from the conviction that these issues call for a structured, multidisciplinary dialogue capable of bringing together legal and economic expertise and public and private bodies from both countries.
The legal and the economic dimensions are therefore addressed together: knowledge of the rules facilitates mobility and exchange; training creates skills; skills meet the needs of local areas and businesses; institutional cooperation makes it possible to turn ideas into concrete pathways.
The objectives
The Permanent Italy–Morocco Forum aims to:
- foster regular mobility through information, training and knowledge of legal pathways, rights and duties;
- bring training closer to labour market needs, encouraging exchange between businesses, local areas, universities and training institutions;
- strengthen economic cooperation by creating opportunities for encounter between the productive systems, Chambers of Commerce, business organisations, professionals and businesses of the two countries;
- promote legal dialogue by facilitating mutual knowledge of the Italian and Moroccan legal systems and exchange between professionals and institutions;
- foster university and training partnerships through exchanges, internships, campuses, specialist training and the transfer of skills;
- enhance the role of young people and the new generations, also as bearers of linguistic, cultural and professional skills between the two countries;
- promote joint project work, including through Italian and Moroccan partnerships and participation in national and European programmes;
- establish permanent working groups, so that meetings produce verifiable activities and continuity over time.

The 1st Italy–Morocco Bilateral Legal and Economic Forum is the first public stage of this pathway.
For the first edition, Italian and Moroccan representatives of institutions, the economic and chamber systems, the professions and the training sector will be invited to discuss:
The aim is to use this discussion as a starting point for identifying actions, partnerships and working groups to be taken forward after Rovigo.

Italy Legal Entry
From regular mobility to a model of cooperation
During the Forum, Italy Legal Entry will be presented, a project conceived by Kaoutar Badrane, attorney-at-law, which seeks to contribute to building regular, informed and responsible international mobility pathways.
The project combines information, guidance, training and digital tools, with full respect for the competences of the public authorities and of legally authorised practitioners.
The Italy–Morocco pilot phase seeks to foster dialogue between institutions, the training sector and the productive system, linking the preparation of individuals with the actual needs of local areas and of the labour market.

The final programme and the full list of speakers of the 1st Italy–Morocco Bilateral Legal and Economic Forum will be published by Wednesday 30 September 2026.
The pathway continues in Morocco
Morocco · 29–30 October 2026
A few weeks after the Rovigo event, the pathway will continue in Morocco on 29 and 30 October 2026, with meetings in Casablanca and Rabat.
The Moroccan stage will be devoted to discussion with institutions, economic and professional bodies, Chambers of Commerce and Moroccan partners, with the aim of giving practical follow-up to the themes and collaborations launched in Italy.
The sequence Rovigo → Casablanca → Rabat gives concrete form to the bilateral and permanent nature of the initiative: a dialogue that develops in the territories of both countries.
The programme of the meetings in Morocco will be published at a later date.
Guiding document
The Rovigo Declaration
On 2 October the Rovigo Declaration will be presented as a guiding document intended to give continuity to the dialogue that has begun and to identify the objectives and priority areas of future cooperation.
The Rovigo Forum is indeed intended to mark the beginning, and not the conclusion, of this pathway.
After the event, this section will host the Declaration, the expressions of support and updates on the working groups and on subsequent activities.
